<배경 및 목적> 본 연구에서는 우리나라 국민들의 아동학대에 대한 인식이 어떻게 구성돼 있는지 파악해 아동학대 예방 PR 커뮤니케이션 전략을 모색하고자 하였다. <방법> 전국 17개 시·도 20∼60세 이상 대한민국 국민을 대상으로 지역/성/연령별 비례를 고려해 할당 추출한 표본을 대상으로 온라인 서베이를 진행하여 1차 연구에서 300명, 2차 연구에서 700명의 자료를 수집하였다. 이를 바탕으로 우리 국민들이 아동학대라는 개념을 어떻게 인식하고 있는지, 그 인식 유형에 관한 구성 척도를 개발하고자 하였으며 아동학대와 관련된 척도 타당성을 검증하기 위한 확인적 요인 분석, 법칙망조직 분석 등을 진행했다. <결과> 연구 결과, 우리나라 국민들은 그동안의 이론적 논의와 법적 유형 구분과 달리, 신체적 학대를 가벼운 신체적 학대와 심각한 신체적 학대로 구분하여 인식하고 있었으며 성적 학대의 경우도 가벼운 성적 학대와 심각한 성적 학대로 구분해 인식하고 있었다. 이를 통해 아동에 대한 ‘신체적 학대’와 ‘성적 학대’ 관련 인식이 기존의 법령이나 문헌과는 다르게 형성됨이 확인됐다. <논의 및 결론> 본 연구를 통해 도출한 척도를 인구통계학적 속성(예: 지역/학력/직업 유형/소득 등)으로 분석한 결과, 아동학대 관련 국민 인식이 성별/연령별 집단 간 차이가 있음이 나타났다. 본 연구에서는 이에 따른 공중의 세분화 가능성을 타진하고, 이에 따른 메시지 구성, 미디어 활용과 같은 PR 커뮤니케이션 전략을 제안했다.　
The purpose of this study was to investigate how Koreans perceive child abuse, and what researchers can propose relative to PR communication strategy to prevent child abuse. To that end, 17 cities and provinces across Korea were surveyed online with 1,000 stratified samples collected, in consideration of regional, gender, and age distribution (300 cases are for preliminary study, 700 cases are for the main survey). Based on this sample, the government wanted to develop a measure on how Koreans perceive the concept and types of child abuse. Researchers conducted a confirmatory factor analysis related to child abuse, through a total of 29 questions, and six factors were identified. This study revealed that Koreans are aware of physical abuse by dividing it into different levels of physical abuse, unlike theoretical discussions and legal perspectives. Sexual abuse was also recognized by classifying it as different levels of sexual abuse. In addition, results of this study revealed gender and age difference among groups. In this study, researchers proposed a child abuse prevention PR communication strategy based on the recognition gap in the process of communicating “physical abuse” and “sexual abuse” to children. Also, this study examined the possibility of public segmentation, and discussed strategic approaches to PR communication, such as message and media use.
